ረቂቅ ብሔራዊ የሴቶች ሰላም እና ደኅንነት የድርጊት መርሐ ግብር አካባቢያዊ ተጨባጭ ሁኔታን ባገናዘበ መልኩ ዓለም አቀፍ የሴቶች፣ ሰላም እና ደህንነት አጀንዳዎችን ወደ ሀገራዊ ፖሊሲ በመቀየር ሴቶች በሰላም ግንባታ ሂደቶች ውስጥ ትርጉም ያለው ተሳትፎ እና የውሳኔ ሰጪነት ሚና እንዲኖራቸው፣ በግጭት ወቅት መብታቸው እንዳይጣስ እንዲሁም አካታች የሆነ የሰላም ግንባታ ሂደት እንዲኖር ያደርጋል። ይህ የድርጊት መርሃ-ግብር የተረቀቀው ከመንግስት እስከ ሲቪል ማህበረሰቡ ባሉ ወገኖች ምክክር ነው። ዓላማውም በመላ ሀገሪቱ ያሉ ሴቶችን አቅም በማጠናከር እና ደህንነት በማስጠበቅ ዘላቂ ሰላምን ማረጋገጥ ነው።
